A Texas judge ruled on Thursday that a school district’s dress code, which it used to suspend a Black student last year for refusing to change the way he wears his hair, did not violate a state law meant to prohibit race-based discrimination against people based on their hairstyle. The student, Darryl George, 18, has locs, or long ropelike strands of hair, that he pins on his head in a barrel roll, a protective style that his mother said reflected Black culture. He was separated from his classmates, given disciplinary notices, placed in in-school suspension and sent to an off-campus program. The hearing on Thursday, in the 253rd Judicial District Court in Anahuac, was in response to a lawsuit filed in September by the Barbers Hill Independent School District. The act, which took effect on Sept. 1, says a school district policy “may not discriminate against a hair texture or protective hairstyle commonly or historically associated with race.” It does not specifically mention hair length.

Inventories reached 102 million barrels on Oct. 6, up from 85 million barrels a year earlier, according to data from the U.S. Energy Information Administration (“Weekly petroleum status report”, EIA, Oct. 12). Inventories ended winter 2022/23 around 10 million barrels (+22% or +0.98 standard deviations) above the seasonal average and the surplus has continued to swell despite strong exports. U.S. petroleum refineries also produced 59 million barrels of propane between January and July 2023, unchanged from the same period in 2013. Shipments to the Netherlands (25 million barrels), Singapore (18 million), Indonesia (17 million), Brazil (14 million), Belgium (14 million), Spain (14 million) and Chile (13 million) took the share to more than 80%.

Jan 3 (Reuters) - Targa Resources Corp (TRGP.N) said on Tuesday it will buy the remaining stake in its Grand Prix NGL Pipeline that it does not already own, for $1.05 billion in cash from Blackstone Inc's (BX.N) energy unit. Targa, which will purchase 25% stake from Blackstone Energy Partners, acquired 75% interest in the pipeline last year when it repurchased interests in its development company joint ventures from investment firm Stonepeak Partners LP for about $925 million. The Stonepeak deal also included 100% interest in its Train 6 fractionator in Mont Belvieu, Texas, and a 25% equity interest in the Gulf Coast Express Pipeline. Grand Prix has the capacity to transport up to 1 million barrels per day (bpd) of natural gas liquids (NGL) to the NGL market hub at Mont Belvieu. Targa said on Tuesday the price of the Blackstone Energy Partners deal, which is expected to close in the first quarter of 2023, represents about 8.75 times Grand Prix's estimated 2023 adjusted EBITDA multiple.
